(1)When he has operated or maintained aircraft without complying with the operation manual or maintenance manual as specified in Article 104 paragraph 1 (including cases where applied accordingly under Article 122 paragraph 1);
(2)When he has levied fares, rates, or charges without obtaining an approval or without complying with the fares or charges approved under the provisions of Article 105 paragraph 1 (including cases where applied accordingly under Article 122 paragraph 1);
(3)When he has concluded a transportation contract without complying with the conditions of carriage under the provisions of Article 106 paragraph l(including when applied accordingly under Article 122 paragraph);
(4)When he has violated an order issued in accordance with the provisions of Article 108 paragraph 2 or Article 112 (including when applied accordingly under Article 122 paragraph 1 or Article 124);
(5)When he has altered the business plan without obtaining an approval under the provisions of Article 122 paragraph 1 or Article 124)
(6)When he has concluded an agreement relating to transportation without approval under the provisions of Article 122 paragraph 1;
(7)When he has suspended his business in violation of the provisions of Article 117 paragraph 1;
(8)When he has violated an order for suspension of business under the provisions of Article 119 (including when applied accordingly under Article 122 paragraph 1 or Article 124).
Article 157-2. Any foreign international carrier, or foreign international air freight forwarder shall, when he comes under any of the following categories be liable to a fine not exceeding 500,000 yen:
(1)When he has levied fares or charges without an approval or without complying with the fares or charges approved under the provisions of Article 129-2.
(2)When he has altered the business plan without approval under the provisions of Article 129-3 paragraph 2;
(3)When he has violated an order under the provisions of Article 129-3 paragraph 2 or an order for suspension of business under the provisions of Article 129-5.

Article 158. Any person who comes under any of the following categories shall be liable to a fine not exceeding 300,000 yen:
(1)Any person who has refused, obstructed or evaded an inspection under the provisions of Article 47 paragraph 2 or Article 134 paragraph 2;
(2)Any person who has failed to furnish a report under the provisions of Article 134 paragraph 1 or fabricates a false report;
(3)Any person who has made a false statement in response to any question
